GOVERNMENT POLICIES FOR MALAYSIA IRON AND STEEL INDUSTRY
Malaysia's iron and steel policy has evolved from a collection of licensing, tariff, import-control and trade-remedy measures into a more integrated industrial transformation framework. As at 30 July 2026, the policy architecture combines standing operational controls with the Steel Industry Roadmap 2035 (SIR2035) as the overarching sector direction, supported by the Steel Industry Roadmap 2035 Umbrella Programme (SIRUP2035) as the implementation framework. The current policy objective is not indiscriminate capacity growth or blanket import restriction. It is to optimise capacity, prevent further carbon-intensive lock-in, strengthen fair-trade and product-compliance controls, secure strategic raw materials, expand downstream and higher-value production, rebalance the product mix from long products towards flat and specialised steel, and build a credible pathway towards lower-carbon and green steel. SIR2035 was officially launched on 29 September 2025. It is the principal strategic roadmap for the Malaysian iron and steel industry for 2025-2035 and carries a longer-term vision of an economically and environmentally sustainable industry by 2050. The roadmap was developed by MITI drawing on recommendations from the ISC Final Report and aligned with wider national frameworks including NIMP 2030 and Malaysia's energy, climate and ESG agendas. Green steel as value added
SIR2035 treats decarbonisation as an industrial competitiveness strategy rather than only an environmental obligation. Verified lower-emission steel can support market access, product differentiation, domestic manufacturers' Scope 3 requirements, green procurement, financing and future export competitiveness. EPD, MRV and credible standards are therefore part of the value proposition of Malaysian steel.
SIRUP2035 is the structured implementation framework developed by MSI to translate SIR2035 priorities and recommendations into coordinated industry initiatives. It is designed to support programme management, stakeholder coordination, performance monitoring and reporting to the Malaysia Steel Council (MSC). The supplied July 2026 status paper records seven strategic clusters and eighteen sub-programmes. [S5]
Implementation is intended in three phases: short-term strategies for 2025-2026, medium-term strategies for 2027-2035, and long-term strategies beyond 2035. As at the supplied July 2026 status date, the dedicated governance framework and Terms of Reference were still being formalised; individual sub-programmes were at different stages of proposal, engagement, approval and implementation. SIR2035 is the strategic policy roadmap: it defines the desired industry structure, priorities, sequencing and end-state vision.
SIRUP2035 is the implementation portfolio: it converts those strategic priorities into programmes, workstreams, governance, monitoring and stakeholder delivery.
A SIRUP2035 sub-programme should not automatically be described as a fully operational government regulation unless the relevant authority, approval or implementation instrument has been issued.
The EPD requirement for selected imported steel products is already an operating COA requirement; MSI's proposed EPD-MRV coordinating role under SIRUP2035 is a separate institutional workstream and should not be conflated with the importer requirement.
The EPD requirement is the most recent operational environmental enhancement to the COA framework for selected imported iron and steel products. SIRIM QAS announced the enhanced COA mechanism effective 1 October 2025. CIDB subsequently provided a temporary Letter of Undertaking arrangement for qualifying importers while EPDs were being obtained. CIDB's notice dated 3 March 2026 ended that transition on 30 June 2026. Accordingly, the current full-compliance position applies from 1 July 2026. [S7-S8]

For publication as at 30 July 2026: the EPD-COA policy covers 59 PDK 2022 tariff lines across selected bars, cold drawn bars, wire rods and wire products. COA administration is carried out by SIRIM QAS, CIDB or SIRIM/CIDB according to the product classification and intended use. The original policy enhancement commenced on 1 October 2025; full compliance applies from 1 July 2026 after the CIDB transition ended.

Importers that fail to submit the required EPD after the transition are not permitted to import the affected products.
A non-compliant consignment arriving at the entry point may be required to be returned to the country of origin or another country.
The enforcement also recognises possible suspension, revocation or rejection of COA applications and possible restriction from future COA applications for non-compliance.
